DVB  COMMON  SCRAMBLING  ALGORITHMINTRODUCTIONThis  document  contains  the  forms  of  the  distribution  agreements  for  theelements  of  the  Common  Scrambling  Algorithm  approved  by  the  Steering  Board  of  the  DVBProject.The  Common  Scrambling  Algorithm  is  comprised  of  the  CommonDescrambling  System  and  Scrambling  Technology.   The  specification  for  each  is  distributedseparately  under  arrangements  with  the  European  Telecommunications  Standards  Institute,which  acts  as  Custodian  for  the  four  Companies  which  have  developed  the  CommonScrambling  Algorithm.These  are  the  arrangements  contemplated  for  descrambling  of  digital  televisionsignals  “according  to  the  common  European  scrambling  algorithm  as  administrated  by  arecognised  European  standardisation  body”  under  Article  4(a)  of  the  Directive  95/47/EC  ofthe  European  Parliament  and  of  the  Council  of  24  October  1995  on  the  use  of  standards  forthe  transmission  of  television  signals,  OJ  L  281/51  (23  Nov  95).The  Common  Descrambled  System  will  be  licensed  to  manufacturers  ofDecoders  and  their  components,  and  to  providers,  designers  and  other  entities  engaged  inconditional  access.   The  DVB  Common  Descrambling  System  License  and  Non-DisclosureAgreement  is  contained  in  Part  A  of  this  document.The  Scrambling  Technology  will  be  licensed  to  manufacturers  of  Scramblers,which  will  in  turn  sublicense  the  purchasers  of  Scramblers.  The  DVB  Scrambling  TechnologyLicence  and  Non-Disclosure  Agreement  is  contained  in  Part  B  of  this  document.
